Background of the Study
Adolescent reproductive health (ARH) is a crucial public health issue, especially in developing countries like Nigeria, where young people face significant challenges related to sexual and reproductive health (World Health Organization [WHO], 2024). Adolescent reproductive health policies aim to provide young people with access to information, contraception, and healthcare services to prevent unintended pregnancies, sexually transmitted infections (STIs), and unsafe abortions (Federal Ministry of Health, 2024). Kaduna State, like other Nigerian states, has adopted reproductive health policies to improve adolescent sexual health outcomes.
Despite these policies, issues such as early pregnancies, high rates of STIs, and limited access to reproductive health services persist among adolescents in Kaduna State (Adebayo & Yusuf, 2024). Cultural and religious factors, stigma, and inadequate awareness contribute to poor reproductive health outcomes for adolescents (Ibrahim & Bello, 2024). Additionally, school-based reproductive health education programs remain limited, leaving many adolescents uninformed about their reproductive health rights and available services (Ogunleye & Musa, 2023).
Given these concerns, there is a need to assess the effectiveness of adolescent reproductive health policies in Kaduna State, examining their impact on access to services, education, and overall health outcomes.
Statement of the Problem
Despite the existence of adolescent reproductive health policies in Kaduna State, many young people lack adequate access to reproductive health services. Reports suggest that adolescents face stigma and judgment from healthcare providers when seeking contraception and STI treatment (Bello & Yusuf, 2023). Additionally, misinformation and sociocultural barriers prevent open discussions about reproductive health, leading to high rates of unsafe abortions and early pregnancies (Ogunbanjo & Salami, 2024).
A significant gap in the literature is the lack of empirical data on the effectiveness of these policies in Kaduna State. While policies are designed to improve adolescent reproductive health, little is known about their actual implementation and impact on young people’s health outcomes. This study seeks to evaluate the effectiveness of adolescent reproductive health policies in Kaduna State and propose strategies for improvement.

The study will consider both urban and rural healthcare facilities providing adolescent reproductive health services. Limitations include potential biases in self-reported reproductive health experiences and difficulties in obtaining government policy data.
